The bit 15 corresponds to port 16 and the LSB corresponds to port 1.
0: The data incoming from port 1 is NOT allowed to be forwarded to
the corresponding port.
1: The data incoming from port 1 is allowed to be forwarded to the
corresponding port.

The bit 9 corresponds to port 18 and bit 8 corresponds to port 17.
Other bits are reserved.
