1: force mode, disable port4 NWAY capability
0: auto-negotiation with all capability enabled (default)
It is used to force MII0 port PHY mode if P4EXT is pulled high.
It’s set by pin 85 if MII0 is in PHY mode and it’s set by pin 76 if
MII0 is in MAC mode.
