contain MII port.
It is valid only if router_en is enabled.

010: 2 VLAN groups, (VLAN 1~VLAN 2)
011: 3 VLAN groups, (VLAN 1~VLAN 3)
100: 4 VLAN groups, (VLAN 1~VLAN 4)
101: 5 VLAN groups, (VLAN 1~VLAN 5)
110: 6 VLAN groups, (VLAN 1~VLAN 6)
111: 7 VLAN groups, (VLAN 1~VLAN 7)
