For these devices, the ST7 has to enter external clock mode in order to be able to reprogram devices with hardware

watchdog enabled. Refer to the External Clock/Application Clock ICC modes section of the ICC protocol reference manual

for more details.

The pulse counter is reset when RESET is low and ICCCLK is high.

In 38-pulse ICC mode, the internal RC oscillator is forced as a clock source, regardless of the selection in the option byte.
