LED matrix rows are connected to ROW 0-4 pins. Columns are connected to COL 0-23
pins.

Blanking time
Rows are multiplexed by TROW period according to Figure 4. The duration of one row is
given by TROW = TFRAME / 5, but the maximum dot on-time is TONMAX = TROW - (TRTCR +
TRTCF) only.
